Create a new policy that will address the issues in the uploaded paper. 1. Coversheet with title of paper and name(s) 2. Policy Problem-Brief Restatement (5%) Provide a concise description of the policy problem/issue (e.g., problem statement and key data describing the issue for the first paper) 3. Policy Options Description (5%) List the options considered. For students preparing a paper by themselves, describe two policy options. For students preparing the paper as a team, present one option per student. 4. Policy Options Analysis (70%) For each policy option described, provide an analysis of each policy option to address the policy issue described in the Agenda Setting paper. For students preparing the paper as a team, each student will analyze one of the options described. Remember to identify which student prepared the analysis of the option. Describe the key features of the option Analyze the policy option in terms of the following issues: Effectiveness in addressing the policy issue (what aspects of the root causes will the policy address? How much of the problem is the policy likely to address?) Feasibility of adoption Feasibility of implementation Benefits Risks Winners and losers if implemented Costs of implementation (high-level cost projection) Identify possible undesirable outcomes and unintended consequences Describe possible steps to reduce the likelihood of undesirable outcomes Describe any important potential constraints to policy option Consider/analyze the likelihood that the stakeholders will support or reject the proposed policy option 5. Outcomes Matrix and Logic Model (10%) Prepare an Outcomes Matrix to summarize the analysis of options (include in the appendices) Create a practice logic model to test the theory of change the policy represents (the logic model should be included in the appendices. It will not be graded but will receive comments.) 6. Selected Policy Option/Recommendation/Conclusions (10%) ONLY ONE OF THE ABOVE OPTIONS WILL BE RECOMMENDED. Clearly state the recommended policy option. Present the rationale for selecting the policy option and include the most important criteria the team used for selecting the recommended policy. Summarize the relative strengths of the recommended policy option and how it is likely to contribute to addressing the policy issue. Describe undesirable outcomes and unintended consequences and how these can be minimized 7. References: Include appropriate references to support the presentation and analysis of policy options. Cite the references in the paper using the APA standards for references. Make sure you cite the correct reference. Make sure all references are included and are listed alphabetically. NOTE: The font size, line spacing, and margin requirements described in the syllabus apply. For page limitations, the introduction and recommendation sections should be approximately one page each. The presentation and analysis of the policy options should be two pages for each option.
