With the exception of a previous presidential administration’s pronouncement of executive orders that limited labor–management relations in public sector agencies for the duration of the administration, partnerships between the two groups have grown in recent years. The legal structure guiding the progress in issues brought to the table is vague, while every year historically the volume of proposed legislation is large.

The human resource manager (HRM), in concert with labor relations attorneys and specialists, must understand the complexity and involvement in both union conceptual approaches to issues as well as existing collective bargaining agreements or the negotiation of new or updated agreements.

Consider the following scenario:
You are the human resource manager for an agency that is exploring the implications of changing their stance on unionization in its workforce. You have been asked by senior leadership to submit a proposal that will help determine the path the agency will pursue.
