When the Affordable Care Act, or ACA, was implemented, it had three main goals: to allow more people to access affordable healthcare, expand Medicaid coverage, and support a lower cost of healthcare. Section 2704 states, “A group health plan and a health insurance issuer offering group or individual health insurance coverage may not impose any preexisting condition exclusion with respect to such plan or coverage” (Public Law 111-148). This law section explains that everyone is eligible for healthcare coverage no matter the pre-existing condition. That affects any patient with diabetes, hypertension, or any other myriad of medical conditions who previously could not get affordable insurance. They are now able to not only have coverage but also have it affordable or sometimes even accessible. Section 2713 states, “A group health plan and a health insurance issuer offering group or individual health insurance coverage shall, at a minimum provide coverage for and shall not impose any cost sharing requirements for evidence-based items or services, immunizations, adolescent screenings, and female health screenings” (Public Law 111-148). This section allows for preventative healthcare coverage at no cost to the patient. This will enable children to get their immunizations, hearing tests, and vision tests at no cost, and mothers can get yearly gynecological exams and mammograms at no cost. This can impact nursing care because it can decrease the number of preventable diseases seen in hospitals and allow early identification of cancers that will allow quicker action in the hospital setting. Section 1401 allows for refundable tax credits for people with health insurance. This encourages the public to purchase health care coverage and receive an incentive at the end of the tax year. This impact on the working class is significant as it allows them better coverage, fewer copays, and access to more care at lower costs. The ACA set out to provide coverage to more people and assist lower-income areas with access to care they previously could not get.
